2. No. 218R for the Defence Scheme, in paragraph three of which the Committee state their reasons for not acceding to Major General Black's request for a wide distribution of copies of the Scheme.
3. With reference to the first paragraph of that despatch, I have to point out that the Scheme which was intended for the use of the Naval officers is invariably sent through the Admirals, not through the Governor of the Colony.
4. I have to request that the documents forwarded with my secret despatches of the 27th June and 27th July last may be issued to the officers who have received the schemes and receipt forms, and that you will send the enclosed duplicate receipt forms signed by the staff officers.
